I had forgotten this fact!
If you have a two-page chapter, add the third page anyway even though it will be blank except for the h&f. It will ensure that the next chapter begins on a right-hand page. If you don't want the next chapter to begin on a right-hand page, add the third page, create the h&f, then delete the page. The h&f setting for the third page will remain.
