The problems you describe predate Word 2002.
Well, I don't use Word 2002, so I didn't respond to the original message; but it may be that understanding Word's headers and footers will help after all.
For each section in a Word file (including the default section defined as soon as you create a document) Word tracks three headers and three footers: First Page, Odd Pages, and Even Pages.
If you don't set up your section to have different odd and even pages, Word displays a generic Header and Footer that appear on every page.
If you define this Header and Footer, then change the section to have different odd and even pages, Word uses the generic Header and Footer definition for the new Odd Page Header and Odd Page Footer; but you still have to define the new Even Page Header and Even Page Footer.
If you then set up your section to start with a different first page, you have to define a new First Page Header and First Page Footer.
To modify a header or footer, you have to actually have a page in the document that will use it.
If you have your section set up to use all three header-footer pairs, but the document contains only one or two pages, you *cannot* define all the header-footer pairs--your file needs at least three pages to define all six headers and footers. (In a multiple-secton file, each header and footer can be defined to duplicate its corresponding definition from the previous section, but each has to be defined separately.)
Also, changing the section setup as described above (different odd and even pages, different first page) can make it *seem* like Word is "forgetting" your settings. For example, Page 1, which used to use the Odd Page pair, now uses the First Page pair, so it *looks* like Word changed the header and footer for that page.
Once you understand how headers and footers work in Word, though, you'll see that it's only doing what you tell it to do.
