Well, you won't believe this--or maybe this makes perfect sense since this
is Word (my apologies to any hardcore Word advocates out there)...
After many hours, I found that after clicking Restart Numbering, if I then
clicked Undo Formatting, my numbering would magically restart at 1. I'm not
sure why this works or if this only works for me, but it's taking care of
the problem.
