Why? For those who aren't sure what they are looking for, since each graphic
represents a thousand word of content, they should be able to browse through
the images for the type of content they are looking for, then get to the
section of the main document containing the "meat".

I've seen this done a few ways.

If it is possible to show thumbnails, that helps people with their search. I realize you can't shrink a big complex diagram too much or it becomes unintelligible; but if you could at least get everything down to letter size, that would be a help. Other types of images could be made much smaller than that, too.

The second thing to consider is how you would organize the images. Obviously, just repeated the sequence that they occur in the 14 volumes is one possibility, and that may be useful enough. Another is to proceed down through any tree structures that exist in an orderly way (start at the top node, etc.). You can also divide by type (photo, flowchart, etc.). Remember that your goal is to help the person who does not know what he or she is looking for, so an organization that is different from the volume sequence may prove more useful.
