My guess is that there's is nothing to do with
points, or with matching anything, or with lawyers.
I'll bet anything a bunch of people were elected
to set standards, so they all got together in a
room with some samples. Somebody said, "I like
that one." Somebody else pulled out a ruler.
...and a standard is born! <g>

There is no other reasonable explanation for such
a requirement.

They actually are not type sizes at all. And therein lies the rub. These
are labeling requirements, and they are based on some rather strange
assumptions on the part of the lawyers who draft government regulations.
