First of all, I agree with your math; my estimate is similar.

So here is Cronin's Paradox: If most tech writers are not
competent, why do they continue to find work?

Now on to some explanations: In the spirit of accountability and
taking responsibility for one's actions, it's time for
management to take their lumps for the situation.

Every one of those lame technical writers was hired and
continues to be employed by a corps of middle managers who are
even more clueless.

Those lame technical writers are in the labor force because
there is a huge demand for lame technical writers. They are
responding rationally to a demand for their services. If they
were not wanted in the workplace, market forces would have
eliminated them long ago.
