I would use a HAT if I feel the need to create complex relations betwen
topics (such as See also buttons for example). For a simple application,
I would use plain HTML (easier to create, easier to maintain).

Personnaly, I prefer using systems I understand, that is why I'd rather
not use HAT when I can avoid it. It is also faster.

As Darren said, web application complexity range from very simple to
very complicated. My guess is that the complexity of the help should
reflect that, I do not think that a simple help would be very usefull
for a complex app.
