If you're interested in senior vs. non-senior job descriptions, take a look at salary.com. Check out variations under both "technical writer" (under printing & publishing) and "documentation specialist" (under IT -- Computers, Software). Figure that a tech writer III is probably equivalent to a senior writer, while a tw IV is closer to a lead.

BTW-- as a formerly "senior" writer and now a III, I got my labels from years of experience and the level of independent work I do.

I should note, however, that since my first writing job was as a lone tech writer, I never had a time where I could get guidance from coworkers (just from this list!). So I was working with a lot of independence from the get go. The difference, over the years, involved the greater complexity of project I was willing to take on independently. Also the amount of decisionmaking I took on for my company in the area of communication.

I could not find any info in the 2001/2002 archives on this, so I am posting
this.

Can writers with the title "senior writer" give details about how they
received this title?
What were the qualifications used to grant you this title?
Did you have to pass some exam, or was your performance rated against
established parameters?
Did you have to be a writer for X number of years?
Was it just a title promotion?
or
Did you receive a salary increase, and if yes, what percentage?
