Help me find the right tool

I work in a company that develops web based applications and I'm the most
similar to a tech writer here. We develop the help for those systems in
html (as in Macromedia Dreamweaver 4) because the applications are web
based, so I con't use WinHelp or HTML help formats. The problem here is
that we do everything "by hand" and I don't have a tool that can ease my
job, so you can imagine the hell it is having to change one concept or
updating an image. I'm looking for some advice in wich is the best tool to
do this, if someone can give me a hint I'll be very thankful.
