I believe that Full Screen mode by its very nature eliminates any menus or
tools such as the magnifying tool.

Here's a possible compromise:

Select File, Document Info, Open...
For your Initial View, select Page Only.
Set Magnification to Fit in Window.
Do NOT check Open in Full Screen Mode.
Under User Interface Options, select Hide Menubar and Hide Toolbar.
Click OK, and save and close the document.

When you reopen the document, it should fill the screen (completely if
it's in landscape, partially if it's in portrait), with only a small
menubar at the bottom that will allow you to change the zoom and move from
page to page. I think that to do exactly what you want would take some
plug-in programming. Hope this is helpful.
