Check in the following directory:

RoboHelpOffice\RoboHTML\StartHelp

look for all of the gif files that start with wht_toc
Those are the graphics, I think, that RoboHelp uses to create the TOCs. You can change those as needed and the changes should show up in your compiled project. I'd save the orginal files first. Just as a tip, that directory seems to contain all of the graphics that RH uses, so you can theoretically modify any of them.
