Perhaps in some cases, but in many US states "at will"
goes for salaried employees as well. I don't think
I've ever NOT worked at will... Perks and so forth are
also offered to hourly employees in some cases, so
that's not entirely accurate either.

You mean hourly promoted to salary? Could happen (as
you've suggested) but it's really up to the employee
to make that judgment call. If it looks like a fish,
swims like a fish, and feels like a fish, then it's
probably fishy. *lol*
