I don't believe that's a productive approach because the paragraph
format settings affect the margin between the paragraph and the
cell borders. You can enforce a minimum row height this way,
but the extra white space you add to accomplish that doesn't go
away when you fill the cell with text.
Unfortunately, I don't believe there is any way to set the row
height as part of the table format, simply because it's not an
operation you do from the Table Designer. The Table>Row Format
command acts directly on an *individual* table (much like the
Custom Ruling and Shading command does) rather than acting
on the formatting that is recorded as part of a named table format.
As far as I know, the only characteristics that are remembered
as part of a table format that are not set from the Table Designer
are the default number of rows and columns, default column
widths, and the default paragraph tags used for heading, body,
and footing rows.
