I gave much the same reply off-list, but there are a couple of caveats that need to be added to your suggestions. See below:

This does not always work. It depends on how the PDF was created in the first place. For example, if the PDF was created with security turned on to prevent changing the document (or, obviously, printing the document), you will not be able to execute this step. Also, some things get munged on redistilling. You will probably lose bookmarks, as well, although I haven't tested this.

You don't need to click Cancel. You can save a new set of job options (give them a name you will recognize), and have these newly tweaked options available to you in the future. Just select them on the main Distiller dialog.

Finally, you cannot open the new PDF in Acrobat 5, make changes, and resave, or you will lose the version 3 compatibility. Once you've distilled it as version 3, accept the results as is and move on.
