It's true, security clearances are initiated by employers, not individuals, and a good thing too, because the cost for a "top-secret" clearance is in the thousands (like over $10K). (Other clearance levels, such as "secret" have other costs.)
>From what I've seen, job ads referencing security clearances mean one of two things:
* must be able to get a security clearance--they don't want to hire someone who can't pass
* must already have a security clearance, paid for by a former employer--usually means they want someone who can get started on confidential work right away (clearances have varying time limits on them, I believe)
Based on my experience (working with people getting clearances, not getting one myself), it can and does take months to get a clearance processed and approved.
