In a previous position we faced similar problems on a regular basis until at one such meeting we had a member of management in attendance.
We were meeting to discuss ways to improve our processes, cut expenses, and boost the bottom line, etc.
The facilitator of the meeting made a comment similar to the following when the habitual worst offenders finally arrived:
"Congratulations. You have just wasted $450 of the company's money. We have 20 people who have been waiting for you so we could start this meeting. The average fully-burdened salry rate for them is $90/hr and you have wasted 15 minutes of their time."
Upper-management heard about it and so did everyone else.
Punctuality and attendance in scheduled meetings became a part of personal performance evaluations.
