Try couching your request in the universal language of business: money.
After all, customers need these release notes, and you are just a widdle
tech writer who needs consensus from the big, strong MBA types on how to
present them. Find a manager who can make people put butts in seats, but
always say it's for the greater good of the company, and not because people
are not treating you with respect.

That's what *I'd* do, anyway.
