Could be, but my impression is that even small companies are turning away from the job boards. The reason, I've been told once or twice, is that posting on a job board can result in hundreds of replies, many of which aren't suitable, but which still have to be sorted through. Not only do these unsuitable replies complicate the hiring process without giving any benefit, but a small company - which often means an understaffed one - can't afford to waste the effort to deal with them.
