You need to earn his confidence and respect first. Then work on making
changes. You're assuming that everything you suggest is a good idea and he
is just shooting them down because he doesn't care. It could be that he
has a vision and he wants it fulfilled.
To add to this comment: find out what the development manager's concerns are, then promote your ideas in terms of what he wants. Work on convincing him that your ideas will help his vision of things. You might even find that your ideas and his aren't as far off as you thought.
