Sorry, can't find the Safire column. But if you want a
compromise position, our decision here was to capitalize
it when we were talking about sites on the World Wide Web
("See the Raycomm Web site..."), but to lowercase it when
we were talking generally about the concept ("To design an
attractive web site...")
