I think there is a compromise. If you can find the third-party
documentation on-line, provide the URLs in your document. If the documents
are not on-line, describe alternative ways to order the documents. This
assumes that your other office does not have access to the third-party docs.
If your other office has the third-party documents, they may be complaining
because they are poorly written, and they know how well you write. In that
case, you are being complemented but put in a hard spot.
