But aren't the metrics based on quality documentation? The estimated page count
should be based on the "time consuming" lowest possible page count.
I don't see the contradiction in basing estimates on time per page and saying
quality docs are as short as possible. The trick is coming up with the time per
page correctly and guestimating the number of pages required.
