We use a tool called HTML Transit from a company called InfoAccess. Their
web site is http://www.infoaccess.com . This product, once you understand
how to work it, produces much better HTML than a Save As does. For one
thing it lets you break your file into discrete HTML pages based on a
header, so instead of loading a fifty page file, say, as one HTML page, that
file can be broken at each Head one into maybe 20 html pages.

I've been using this package for over a year and think it is pretty good.
I'm sure there are others out there, and I will be interested in seeing what
others recommend.
