Here's the text from a Word letter template that a former coworker
recently shared with me:

Thank you for your recent rejection letter. After careful consideration, I
regret to inform you that at this time I am unable to accept your refusal to
offer me a position in your company.

This year I have received an unusually large number of rejections. With
such a varied and promising field of candidates from which to choose, it
is impossible for me to accept all refusals.

Despite your company's outstanding qualifications and previous
experience in rejecting applicants, I find that your rejection does not fit
my needs at this time. Therefore, in two weeks, I will assume the position
for which I applied. I look forward to seeing you then.

I wish you the best of luck in rejecting future applicants.
