I start chapters on the right (odd page), as well. I also number
pages in the format <chapter number>-<page number>, so ending
a chapter an odd page makes things really weird.

The only reason I can imagine to have "This page intentionally left
blank" is to indicate that it's not a printing error (if the page were
completely blank). If you have page headers and footers (as all my
printed and PDF documents do), I feel the almost blank page
speaks for itself.

On related issues mentioned in this thread:
- Distributing printed documentation in binders works well for my
company. We have a fairly large package with lots of
documentation. Customers can download updates... along with
software updates, they can get documentation updates. The
documentation updates are for on-line help, but also update the
printable source. Many customers choose to reprint updated
chapters, to keep the print documentation up-to-date.

- Print documentation may be going out of style with some
people, but not with my company or customers. One of our
customers recently ordered 30 set of documentation!
