I don't know if this is of any help, but I have had two pretty successful ways
of dealing with this.

In one company, we'd go through so many revisions, changing things back and
forth, I finally got frustrated. I gave the reviewer (happened to be the
president! it was a small company) the document from the first revision, he
thought it was great, and it went out for distribution (always keep back up
copies!).

Where I am now, the analysts and developers are told to edit for content and
technical accuracy. My department has the final say so on grammar and syntax,
it's in the business plan, and implementation materials, so there's no
question. They may argue about whether to use second or third person, two
spaces after a period, and a comma before the and in a series, but we let them
rant, and then do what the standards of our department require. Usually by
the time they see the document in distribution, they don't even remember the
specific points they were arguing about.

If the TWs, editors, etc. are the last internal stop before distribution, then
they have the final say so.
