PCL files are like PostScript files -- they're final output printer files.
If I were you,
I'd edit the text using Word or a similar program on a system that can
generate the HP
PCL file (has an HP printer driver installed), then transfer the final
output file.

Subject: Editing PCL Files

I'm hoping to tap into the collective wisdom here.

One of our Customer Support people just asked me if I could edit a PCL file
to add some text. Apparently this file resides on our fax server, and is
added to each outgoing fax. (It is a confidentiality statement for the
hospital data we might be transmitting.)

I have no idea what I could use to do this. Any suggestions on how to
approach this problem?

TIA, Nancy
