Magellan 2.0 from BCL Computers < http://www.bcl-computers.com/ > can do
it, but doesn't do a very good job if the text contains super/subscripts or
Symbols (Greek or Math). Though the resulting HTML file will display most
figures, it doesn't like line drawings at all.

But for straight text and figs, it does an amazingly good job. You can
download a 30-day trial copy from the BCL site to see if it fits your
needs.

Another source is < http://www.pdfzone.com/ > which has a page with
descriptions and sources for many PDF tools. I'm sure that I've seen other
PDF->HTML utilities there.
