Gil,

There's a MIF to RTF filter made by Omni Systems (at http://www.omsys.com/).
Depending on how you configure it, it will convert cross-references, index
markers, and other Frame-specific features. It also maintains images (which
the Frame filter doesn't do).

I agree with the sentiments that many here have voiced concerning the
suitability of Word for such a documentation task. Have you asked about the
business reasons for sticking with Word for developing your publications? As
others have noted, these reasons may be based on conditions that seemed
quite rational in the past but may no longer be so.
