I'll give you a linguists answer:

Although the intent of the first is perfectly recognizable and probably
wouldn't raise any eyebrows, I would weigh in with the opinion that the second
option is the original idiom. The first, a past participle is ok, but strictly
it imples that somebody welcomes your comments. The second, an adjective,
merely states an attribute of "comments". Try putting the two in an attributive
construction instead of a predicative one:

Those were certainly welcomed comments.
Those were certainly welcome comments.
