Are you sure it's not a UNIX format text file? If it is, loading it into a
multi-platform editor (such as Textpad) will allow you to save it as a DOS
text file.
If that's not the case, look for a pattern in your file following paragraph
breaks (i.e. 2 returns after each paragraph). Do a search and replace on
two returns back to back, turning them into page breaks. Then do a search
and replace on the remaining returns, leaving the replace field blank. Then
do a search and replace on the page breaks, and turn them back into hard
returns.
