I apologize if this is a repeat; I can't remember where I've already
said this. But this statement is not always true. Usability tests by
User Interface Engineering show that users are not only willing to
scroll, but are also more likely to find useful information when they
do. This is reported in the March 98 UIE Tips newsletter. It's not
online (not that I know of, anyway) but there is more good information
about web usability on their site:
http://www.uie.com

I personally prefer scrolling to clicking when all of the information
belongs on one "page," but that's just my opinion.
