I can't recommend it because I haven't tried it, but you may be able to
use the following path:

IBM BookManager Build (runs on OS/2 and NT) can create BookManager
formatted files from FrameMaker MIF files. There is an as-is Lotus Notes
utility that may make BookManager formatted files visible to Lotus Notes
users.

I do have experience about creating BookManager formatted files and
publishing them on an intranet with a tool (BookServer) that makes
BookManager formatted files available in HTML.
