Almost any respectable drawing program has an auto-trace function. I've
used Adobe's product, and Canvas. Heck, even the venerable old SuperPaint
used to have it!

Scanning is a bit-mapping operation. The resulting file will be a bit map.
You then open the file with a good drawing program and do the auto-trace,
saving the results.
