Sorry, I trashed the original post. You might try using Microsoft's own advice as
part of your justification.

If your'e using NT 4.0, MS recommends a 200-MHz Pentium processor, and a minimum
64MB of RAM (trying to get us ready for NT 5.0, 2Q99).

The link below mentioned a Microsoft white paper, presumably available from the MS
web site (no link supplied) that cited the above recommendation.
