I enjoy having blank pages in documents. It means I have a place to write.
I often add items to the index or whatever. I simply see only one reason
for telling someone what is obvious, that the page is blank. That reason
is when you have to account for pages in classified documents. Even then,
a better solution might be to keep the chapters continuous - when one
chapter ends, the next one begins, either on a new page or following the
last sentence of the old chapter.

I am surprised no one has suggested that we note "no information missing"
on half pages left blank at the end of a chapter.

In my opinion, the notation is unnecessary.
