Quark is a terrific application for layout/finished art.
It's abysmal for technical reference material.
If the contractor wants to use Quark for boxes, covers
or other "arty" sorts of things, fair enough. But for reference
material - no way. If your material is graphic intensive, full
colour, little text, no index/toc/cross-references, then let
them do it in Quark, but don't anticipate a lossless conversion
into Frame.
If the contractor is writing/formatting reference material and
charges you more for working in Frame, or indeed suggests
this type of working practise (converting to and from Quark),
I would have doubts about their suitability for the project.
