Fax file formats

Need a way of producing either .001 or .ins fax format files.
Off-topic maybe, but since most of us get involved in all
sorts of things, I thought I'd ask anyway.

I provide custom artwork for the headers of faxes used
by a Unix application my company markets. This is the
current method ...
* create artwork on PC by scanning / graphics package
/ jiggery-pokery.
* convert to something called Calculus EZ Fax format
(.001 extension).
* moving the file across to an HP Unix machine
* conversion to T4 fax format (.ins extension).

Currently the PC conversion uses an old copy of Hijaak
Pro (1993). I need to update the software and/or working
method. Hijaak is a bit flaky and no longer supported by
IMSI, the current owners. I'm told the newest version
doesn't have a .001 filter.

Does anyone know a package that supports the .001 fax
format, or even better, goes directly to the T4 format used
by the Unix machine?
