You might also consider a company called Enigma located in Watham, MA
(781-290-0080). They have a product call Insight, which facilitates
the electronic publication (CD-ROM, intranet, internet) of large
document collections. This product has a powerful full text search
engine (boolean, soundex, wildcards, proximity, thesaurus,and
synonyms); permits hyperlinks, generates Table of Contents and also
has the capability of importing from a number of electronic sources
(if you are lucky enough to have electronic versions.) Hardcopy
documents would of course require scanning (I suggest finding a
reputable service bureau; especially if the originals are of dubious
quality). This software allows you to customize the GUI for your
publication.
I have not personally used this product, but it sounds like a good
one.
