Again, it _is_ possible to put horizontal borders under individual cell
paragraphs, by applying the border to the paragraph (not the cell or
table). This works well for column headers. So option 2 isn't necessary, I
think.

Deaton's book is indeed excellent, as is the WINHLP-L list.
