Please see Stan Kelly-Bootle's Devil's Advocate column in the May 1997
issue of Unix Review from which I quote:

"The shockingly un-Brit habit of misplacing certain punctuation symbols
inside the quotes arose from a Yankee typesetting trick that
strengthened the line of metal type but broke every rational syntactic
and semantic rule." (no problem in this case <g>)

If Stan's not on your regular reading list, you're missing a couple of
good chuckles a month.
