I've seem many TCs use the single quote for that purpose, therefore
eliminating the problem (when typing instructions). The majority of
style guides I have edited for corporations are now moving to this
'single quote' style, as it is less confusing. Then, the double brackets
are used for actually quoting someone's speech (with punctuation inside
brackets). It's simple, and growing in usage for client documentation
more and more.
