FrameMaker master pages A4 to US letter conversion

I'm currently setting up a template for my company. I want to be able to
print on both A4 and US letter paper without having to import different
master pages each time.
What is the best solution to the problem? I'm planning to set up using
A4 as the page size, but leaving space at the top margin above the
header and below the footer so that it will print on US letter anyway. I
also intend to squeeze the outside margin of the A4 so that it won't
seem too narrow when printed on US letter.
Does anyone out there have suggestions as to the exact margins to use?
Alternatively, have you a better idea?
