Writing a proposal for going online

I'm currently writing a proposal to my manager (at his request...he will
then pass it up the food chain..) for us to provide online documentation
(CD-ROM) in addition to online help. We want to discontinue providing
paper documents with our software (which is always customized for the
customer and installed by our professional services staff at the
customer sites).

Has anyone written proposals like this? Or perhaps seen articles
addressing the subject? I'm specifically looking for something that
addresses industry trends, customer usability issues, comparisons of
authoring tools, etc. In other words, I need cannon fodder for arguing
that this is the way the world is going.....
