Hi Trevor and Gary (was it Trevor or Gary speaking?),

The kinds of technology that you are looking for is referred to
as Translation Memory Technology or Computer Aided Technology.
There are many systems on the market, some better than others.
The most used systems are:
Translators Workbench for Windows - http://www.trados.com
Star Transit - http://www.star-gembh.de
IBM Translation Manager - I don't have the URL for these guys

Most of the big localisation agencies also have systems, the more active
ones would be:
ILE - http://www.ile.com ; AlpNet - http://www.alpnet.com ; and
ITP - http://www.itp.ie

Bear in mind that most of these systems are expensive, however they
are really worth investing in if you have many updates to incorporate.
