For /ME/, a tech manual's TOC usually is a waste of paper.
When I want something from a manual, I start with the index.
The only time I refer to a TOC is when navigating an
electronic document.
My comments:
I agree with Glen in that an index is indispensible for locating
information in the manual but let's not trash TOCs completely. A TOC is
great of showing the structure of the document, also important when
finding your way.
In answer to Salen's question; I usually start larger documents with a
main TOC, consisting of the two main heading levels, and each chapter has
a TOC with four heading levels.
