I personally would NOT put an "s" on "downtime" to make it plural. I don't
consider it as a count noun. Therefore, I would not put an "a" in front of
the word, either. It's just downtime. Not "a downtime". If you need to talk
about several occurrences of downtime, I suggest you rearrange the sentence.
