I found the following in my personal archives from the framers list.

I can't comment on standard practice in book publishing, but this was
posted by Charles Poynton, A Guy Who Knows His Stuff.
Charles's point was that it's standard practice to leave these chapter-
filler pages completely blank, and Frame's own manual follows this, but
there's no automatic way to make FrameMaker do this.
Any book designers out there can comment?
I leave headers off blank pages for aesthetic reasons (i.e. I think
they look dumb otherwise) but that's purely personal preference.
