You can either put your front matter in the rear of your file and
turn off the Master Items for those pages (assuming you have put the
page numbers on your master pages), or you can open a separate file
for your front matter. Use the PageMaker Book utility to compile the
TOC from the one file and place it in the other.

After you make your .pdf file, use Adobe Exchange to move the pages
from the back of the book to the front, if necessary.
