I looked at the literature on this product and it looks like a tool to convert
doc files to HTML files. It doesn't convert .hlp files to HTML-based help,
does it? Does anyone know of anything that works with HDK (or other
products) to do this?

I don't know anything about HDK, but IBM makes a product called Hyperwise
which allows you to import hlp files to working files(wf) and to then
export them as HTML files. The process is straightforward and is supposed
to work with both OS2 Warp and Windows operating systems. I've used it
only on OS2 Warp with the epm text editor.
A word of warning though, if you're not familiar with the product and
exporting files there is little to no documentation included with it.
Admittedly, this isn't an ideal solution, but it may work as a last resort.
